ABSTRACT
This study was motivated by the need to strengthen transmigration areas as centers of local economic growth in the Salimbatu Transmigration Area, Bulungan Regency. The objective of this study is to identify leading commodities and formulate strategies for developing a business ecosystem based on local potential. The methods employed include primary data collection through surveys of 181 transmigrant households, in-depth interviews, and Focus Group Discussions (FGDs), as well as analysis using the Analytical Hierarchy Process (AHP) and SWOT analysis. The results indicate that chili peppers are the primary flagship commodity with the highest weight, supported by high market demand, relatively stable prices, and a sustainable harvest cycle. However, its development still faces constraints, including small- scale operations, limited capital, and inadequate post-harvest infrastructure. Development strategies focus on strengthening the value chain, enhancing farmer capacity, developing downstream product processing, and adapting to climate risks and price fluctuations. Policy implications emphasize the need for government intervention to strengthen institutions, expand access to financing, and improve infrastructure to promote inclusive and sustainable local economic development.
